The 154 sq. km peninsular located in Puttalam district of the North Western Province; bordered by the Mannar maritime boundary on the North West, Wanathawilluwa & Puttalam Divisional Secretariat divisions on the East, the Indian Ocean on the East and, Puttalam & Mundalama Divisional Secretariat divisions on the South is the the Kalpitiya Divisional Secretariat division. This division consists of 31 Grama Niladhari divisions and, in addition to the strip of land 14 attractive islands in the ocean & seven stunning islands located in the lagoon belong to this division. Dutch Bay & Palliyawatta islands from amongst the above are populated & migrant fishermen also frequently inhabit these. They carry out fishing during the period from November to April while living in these islands.
Kalpitiya is one of the two peninsulas of Sri Lanka and is the Divisional Secretariat division with the longest beach in Puttalam district. This beach is 71.8 km long & this division borders the Puttalam lagoon which is second largest lagoon of Sri Lanka. Kalpitiya Divisional Secretariat division is the most attractive division among all Divisional Secretariat divisions of Puttalam district.
If the geographical features are considered, in this land area has formed by the accumulation of sand on to a limestone layer enormous sand dunes are found in Alankudava, Andankanni & Eththala Grama Niladhari divisions. Among the islands, Palliyawatta island is being subjected to rapid erosion & only a small portion of this island is left. Ground water is found at around five feet deep in this division. Due to the frequent use of concentrated agrochemicals at a high dosage ground water in Kalpitiya contains a very high nitrate concentration & hence finding clean water has become a crisis because of the limited drinking water sources as well as the high nitrate concentration in existing water sources.
While a multi-religious & multi-ethnic community lives in this division, Sinhala, Tamil, Muslim & Burgher communities are present whilst religiously Buddhist, Catholic, Islam, Hindu & other communities are exist. Therefore this division becomes a multi-ethnic & multi-cultural division & when paying attention to the historic details Kalpitiya was given a prominent place in connection to the naval activities carried out in connection to the Mannar natural harbor. According to historians salt was loaded to ships from Eththala & Thilyadiya, the sacred footprint of Lord Buddha found from ST. Anne’s Church in Thalawila, Muslim mosque of Kappal Adiya and Kappal Adiya becomes visible proof that boasts the religious development the division had.
While the Allirani palace mentioned in the historic sources is situated in this division, the Bo tree near the Navy camp is considered to be the Bo tree mentioned in Ibn Bttuta’s accounts. Also the Dutch Firtress currently used by the Navy has become a main fact connecting the Sri Lankan history with Kalpitiya. In addoition while the Lakvijaya coal power plant add 900 MW to the national grid, Sri Lanka Sustainable Energy Authority has named this division as an energy producing division while the currently available wind power plant produces 50 MW of electricity.
